5. CONCLUSIONS: THE IMPACT OF THE LISBON STRATEGY ON NATIONAL EXECUTIVES

The evidence above shows that all our seven cases have experienced changes in one way or another. We can, then, refute the null hypothesis, as the Lisbon Strategy seems to have had an impact at the national level. Austria, Spain or Poland have created new mechanisms specifically designed to deal only with Lisbon Strategy matters, but they have layered these new institutional structures on top of existing ones. Therefore, although visible, their changes are not radical but cumulative, as they have added new elements without transforming the basic structures. Slovenia has introduced the Lisbon Strategy into the general EU co-ordination mechanisms, but it has also adapted those existing mechanisms. Denmark, France and the UK, too, have experienced some changes, not in the formal structures – which remain untouched – but in the informal dynamics of co-ordination, given the growing relevance of the office of the prime minister (in the case of Denmark) and of the ministry of finance (in the three countries alike). As predicted by the theory, none of the seven countries has introduced radical transformations. This confirms our third hypothesis that the institutional changes introduced to deal with the Lisbon Strategy follow path-dependent trends. Figure 2 provides a visual illustration of this.
